Street Sweeping –  Is It Contributing to Parking Wars?

During the show, a camera crew follows parking enforcement personnel on their daily rounds and films their interactions with people who have received parking tickets from them.

The show is very entertaining because most of the time these interactions are very volatile. Sometimes the police are called. More often than not there’s a lot of yelling and cursing.

Well, the street sweeper companies rely on something called alternate side parking to get the job done.  This is where the conflict arises.

If you live in the city you’re very familiar with alternate side parking.   These are regulations that require car owners to move their cars from one side of the street to the other so the street can be cleaned.

In this article we’ll talk a bit about alternate side parking, street sweeping, and how to avoid those pesky fines and parking tickets.

Street Sweeping and Alternate Side Parking (ASP)

Almost all the larger cities in New Jersey require alternate side parking for street sweeping. 

Cities such as Jersey City, Bayonne, Secaucus, New Brunswick and others conduct regular street sweeping.  These cities need streets to be free from parked cars in order for the sweeper vehicles to do their jobs effectively.

Most of the Cities do post signs identifying which days alternate side parking is in effect. However, as with many street signs, they’re either confusing or people don’t pay attention to them.

Even without signs most largest cities assume that if you live in a city you know all about alternate side parking. Claiming you were not aware of the alternate side parking schedule won’t get you out of a parking ticket in any larger city. it just doesn’t work.

What’s interesting however, is that many smaller municipalities also require alternate side parking for street sweeping. Smaller communities such as Rutherford, Belleville, Garfield and others now conduct regular street sweeping.

These smaller municipalities generally do not post signs and rely on their websites and neighborhood “word of mouth” in order to communicate the sweeping schedule.

It’s just as likely to get a ticket in a smaller town as you would a larger city

Street Sweeping – Parking Fines For Not Moving Your Car

New York City is known as having one of the most frequent street sweeping schedules of any city in the nation. New York city conducts street sweeping twice a week.

Most cities do not conduct street sweeping this frequently. Smaller cities average twice a month (although it might be more depending whether the city is a transit hub like Jersey City or Secaucus)

The smaller cities still place the responsibility ASP schedule on the resident and will ticket cars they believe are in violation of the policy.

In New York City and alternate side parking violation can cost as much as $65 depending upon the Boro!   In 2016, NYC collected $440 million In street sweeping parking violations!

Smaller municipalities charge fines from $15 to $35.   Although the smaller municipalities don’t make nearly as much in violation fines as New York City, a fine still represent a source of revenue and help offset taxes (which makes the municipality residents very happy)

Street Sweeping –  How to Avoid Parking Fines

If you live in the city, just talk to your neighbors.   They are probably already well aware of the alternate side parking rules.   Some of them have probably paid some of these fines.

You can also go to the city’s website and navigate to the public works page where they’ll have the schedule posted.

In smaller municipalities, the neighbors may not be aware of the street sweeping schedule, especially if they park in their own driveways.

Most municipalities also have a website, so you’ll usually find the street sweeping schedule on that website.

If you can’t find the municipalities website, take a ride over to the City Hall and stop by the clerk’s office, they’ll be able to provide the information you need.

For community and parking lot sweeping,  you’ll find that the typical sweeping truck will do the job effectively (view our image to the right).

A commercial property may require additional services such as portering.  Portering includes a maintenance professional who physically inspects the property and removes debris from curb stops, bollards, dividers, planter and decorative structures. Basically. anywhere a street sweeping machine cannot reach requires the attention of a porter.

Construction sweeping may require as sweeping vehicle that can handle larger pieces of debris such as nails, small pieces of wood in concrete,  pieces of roofing material, Etc. also because pavement Maybe in different stages of completion there are more irregular surfaces the deal with.

The operator of a sweeping vehicle on a construction site usually has more experience then the standard sweeping vehicle operator.   this operator has to have an Eagle Eye and a good ability to interact with construction site contractors and supervisors to get the job done.

Sweeping –  How to Conduct a Sweeping Project

As with most maintenance projects, planning and preparation are the keys to a successful project.

If you’ve never managed a sweeping project before, reach out to the sweeping vendor and discuss the requirements of the sweeping job.

Review your expectations, outcomes, and any obstacles that need attention prior to the sweeping project.

Ask this question, “what needs to be done in order to make this project successful?”

Allow the sweeping vendor to share their insight into how they would approach the project and the resources they have available to do the best job.

A physical inspection of the property is strongly suggested by both parties so potential issues can be resolved prior to the start of the project.

If the property needs repairs such as crack filling, pothole repairs or concrete replacement, schedule these as either smaller projects or included in an overall larger property improvement.  Keep in mind that projects that are larger in scope require more planning an lead time.

It’s already pretty dirty isn’t it? And how is construction sweeping going to make it look any better?

Not much, however if there are no lines in the parking lot then people park wherever they want and that gets a lot of attention.

So people don’t think about line striping unless the lines are not there.

And when striping is done properly not only does it restore order to parking (in most cases)  it actually makes the property look attractive and appealing.

Line striping –  Before Your Project...Read This

Do you need parking lines for a new parking lot or do you need to upgrade the lines in an existing parking lot?

If it’s a new parking lot, you’re probably working with new pavement and adding properly laid out lines its just the necessary next step.

However, if you’re upgrading the lines in an existing parking lot, you may want to consider these steps to prepare the surface.

First determine if the pavement needs any repair such as crack filling, pothole repair, curb replacement, bollard and/or curb stop replacement.

Preparing the Parking Lot for Striping

If repairs or maintenance needs to be done to any of these parking lot elements, please get these repairs done first.  

Performing maintenance or repairs on the parking lot after new lines have been painted could result in either rework or damage to the new lines.   Either way, it’s something that can be easily avoided by a quick inspection of the parking lot prior to initiating the line striping project.

Once you have taken care of the maintenance and repair of your parking lot elements, you can now initiate your striping project.

Line striping – The “new lines’ process

As mentioned above if you have a new parking lot then it’s best to go ahead and stripe the lot as soon as possible after pavement has been installed.   

If there’s  a lengthy amount of time (more than a month) between the pavement install and the project, consider having a parking lot sweeper come in to clean the lot before the line striping project.   

With an older parking lot, a sweeping is a standard part of the process to prepare the surface for line striping.

Whether you have an older or newer parking lot, it’s always ideal to have a clean pavement surface for line striping so the stripes adhere fully to the pavement.

Line striping –  The right equipment

There are a wide range of striping machines to paint lines on parking lots.  

From manual machines that are operated by hand to large “ride on” stripers, choose the equipment that will provide the best stripe in for your needs.

The parking lot with 20 stalls  will have much different equipment requirements than the parking lot with 1,200 parking spaces.   This is where your striping contractor can be an excellent resource. 

Verify that your contractor has the equipment needed for the striping project.

There are generally two types of paint used for striping:

  1. Oil-based Alkyd paint which is used for re-stripes and for new layouts.
  2. Latex paint that is commonly used for resurfaced lots although it serves just fine when used for new layouts and re-striping.
